As a seller you can make a second chance offer to a non-winning bidder when either the winning bidder has failed to pay for an item or if you have a duplicate of the item.
You as the seller can create a second chance offer immediately after a listing ends and up to 60 days after the end of the listing. I would advise you to send this offer out sooner rather then later.
The other perk to this is that eBay does not charge an insertion fee. However, eBay still charges the regular final value fee. Generally, if I have duplicate items I send a second chance offer. Go eBay!
